Financial Support – Learners aged 16 -18 years

All learners who are eligible may apply for financial support from the various funds available:

Financial Support 16-18 year olds The 16-19 Bursary Fund provides financial support to help students (must be aged between 16 and 18 on 31 August 2021) overcome specific barriers to participation so that they can remain in education. Learners can also apply for a discretionary bursary if they are over 19 and are, either continuing on a course they started aged 16 to 18 (known as being a ‘19+ continuer’), or have an Education, Health and Care Plan (EHCP). There are two types of bursary:

  1. An Enhanced Bursary of up to £1,200 a year for young people in one of the defined vulnerable groups i.e. aged 16-18 years, who are in care (local authority), care leavers, on income support/universal credit in their own name or in receipt of both Employment Support Allowance (2) and Disability Living Allowance/Personal Independence Payments
  2. Discretionary bursaries which are awarded to meet the individual needs of students where the household income is £26,100 or less, for example, help with the cost of transport, meals, books, trips and equipment

Free College Meals In order to qualify learners must be aged between 16 and 18 on 31 August 2020 to be eligible for a free meal in the 2020 to 2021 academic year. Learners who turn 19 during their study programme will remain eligible for a free meal until the end of the academic year in which they turn 19 or to the end of their study programme, whichever is sooner. Care To Learn If you are a parent under 20 years old, you are eligible for childcare support from the Care to Learn scheme of up to £160 per child per week. Further details are available from:

EMA – Wales  Learners who live in Wales and travel to study at a College in England may be able to claim EMA if under 19. Further details are available at:
